This tug and pull toy is held with a C link on a circus animal holding a plastic key upside down with plastic shapes on the stem and two small bells on each side.  In the middle of the key body is a piece of metal chain with plastic beads on each side and a ring on the bottom of each side with tri-beads and a plastic shape to tug and pull on either side.
